The promulgation of the Constitution in August 27th 2010 is recognized as a remarkable step in Constitutional Law making and Constitutional History in Kenya, the region and Internationally. A wide understanding of the Constitution, as the supreme Law(See Article 2, its Explanation and relevant Case in the APP), plays a big part in creating a responsible citizenry and a dutiful public service.
Eight years after the date of promulgating the Constitution is a relatively short time for citizens to have understood some of the remarkable changes that have been made in terms of the Constitution. Kenya is a country that is noticed to be progressive in terms of tapping into information technology to foster literacy and awareness as a way fostering social and economic development.
This APP therefore creates an opportunity for learning and enhancing Kenyan Legal Jurisprudence by providing explanations of content for each of the articles by briefly noting a background of the clause, any Case or cases that may touch on the interpretation of the Article and where applicable international standards relating to such provision.
ALL content is provided in ENGLISH, KISWAHILI and enabled for LISTENING.

The Constitution of Kenya under Article 7(1) recognizes Kiswahili as the National Language of the Republic of Kenya. A language recognized as a National Language plays a big part in national unification and identity.(see further on this in the explanation notes under Article 7 in the APP).
AQNEL considers that in order to facilitate understanding to millions of Kenyans (and to over 80 million worldwide speakers), this APP enables a user to opt to access the Content of the Constitution in Kiswahili. English is recognized as the official Language of Kenya under Article 7(2) of the Constitution. This means that English is permitted, authorized and availed in public communications, language of instruction in teaching institutions and other public interactions.
The specific mention of English as an official means of communication is also important since it links Kenya and Kenyans to the rest of the world in the form of International relations and opportunities since English is spoken by over 300 million people. (see more on Article 7(2) under the explanations in the APP)

A survey supported by the World Health Organization indicated that there are about 2.5% of people in Kenya who suffer from visual impairment. This is a significant number of people who need to be facilitated to access official content. AQNEL intends to support the ongoing public and private efforts to ensure access to information to these groups of people.
